Fundamental policy of written / on-site exams

As written in the admission Guide for the Department of Systems Innovation, residents outside Japan are asked to take online written/oral exams, and residents in Japan (including non-Japanese nationals) are asked to take on-site exams. However, there are exceptions for residents in Japan to take the online exam due to COVID-19. This page describes these exceptions.

Exception for Japan residents for online examination: target applicants and application procedure

Applicants of Japan residents required to take the online written exam are:

  1. those who have an underlying medical condition that places them at high risk of serious COVID-19 infection;

  2. those who have become infected with COVID-19 and will not be cured before noon on Friday, August 27, 2021;

  3. those who are identified as close contacts of an individual infected with COVID-19 and requested to stay home;

  4. those who have a fever of 37.5℃ or higher or other symptoms suggestive of COVID-19, and do not obtain a negative result of PCR test; and

  5. those who will enter Japan from abroad less than 2 weeks before the exam day.

Application procedure and deadline:

Applicants who received email on August 6 to take the on-site exam and who meet one of the above 5 conditions need to contact the office using the following telephone number or e-mail address before noon on Friday, August 27, 2021, obtain the manuals for online examination, and apply with a medical certificate (or a status report).

Notes for Applicants

(0) What to bring on the day of exam

Please fill out the following documents and be sure to bring them with you. These documents are distributed to students by the Graduate School of Engineering (not the Department of Systems Innovation).

  1. Notification of Campus Entry (入構届)

  2. Declaration Form(誓約書)

  3. Health Management Checklist(健康管理チェック表)

(1) Days leading up to the examination day

  • To ensure that examinees can take the graduate school examination, they should each make their own daily efforts to prevent themselves from becoming infected with COVID-19, including refraining from non-essential outings and, if they unavoidably do need to go out, avoiding the 3 Cs (closed spaces, crowded places, and conversations in close proximity).

  • On the day of the examination and during the week leading up to it, examinees should manage their own health and complete the attached Health Management Checklist. The objective of the Health Management Checklist being the examinees’ self-management of their own health, examinees will not be asked to submit the Checklist, but should make sure they bring it on the exam day so that they can present it at the examination venue when asked.

  • If examinees are identified as close contact of an individual infected with COVID-19, they should contact us via the information below in (4) Contact for instructions.

  • In cases where examinees are aware of having the following symptoms suggestive of COVID-19 and do not obtain a negative result of PCR test, they should refrain from taking the examination at the examination venue. (They will not be permitted to enter the campus.) If they desire to take the online examination, they should contact the Examination Office for instructions. Examinees with underlying conditions that cause symptoms suggestive of COVID-19 should inform us in advance using the information below in (4) Contact.

    • <Symptoms suggestive of COVID-19>

      • Fever of 37.5°C or higher

      • Persistent difficulty breathing

      • Abnormal sense of taste and/or smell

      • Severe cough and/or phlegm

      • Abnormal fatigue

      • Persistent nausea

      • Severe diarrhea

      • Other notable abnormalities


(2) Examination day

Examinees should:

  • Check which gates can be used to enter the campus.

  • Head straight to the building in which the examination room is located after entry through the gate.

  • Be checked for entry both at the campus gate and upon entering the examination room or the building in which the examination room is located.

At the campus gate (for permission to enter campus)

Complete and bring the designated Notification of Campus Entry (for Graduate School Examination) and present it at the gate of entry.

Upon entering the examination room or the building in which the examination room is located (for permission to take the examination)

    • The body temperatures of examinees will be measured with non-contact thermometers to check that they do not have a fever of 37.5°C or higher.

    • Examinees are further requested to submit the Declaration Form. In cases where examinees are confirmed to have a fever of 37.5°C or higher or any symptoms suggestive of COVID-19 (e.g., severe cough), including cases where such symptoms are evidently caused by their underlying condition, they will be required to either take the examination in a separate room or take the supplementary examination. If you become aware of these symptoms on the day of the test (morning), contact "(4) Inquiries / Contact Information" as soon as possible.

  • Examinees are required to wear face masks (plain types only) at all times on campus, except when eating/drinking and when otherwise instructed by the examination proctor.

  • When entering and exiting the examination room (or the building in which the examination room is located), examinees are required to disinfect their hands with the disinfectant solution placed at the entrance or their own disinfectant.

  • Examinees should not enter any buildings other than the building in which the examination room is located. They are also required to keep out of areas other than the designated areas within the building in which the examination room is located.

  • Examinees are prohibited from talking to one another within the examination room. They should also refrain from talking out loud or frequently clearing their throat (apart from occasional throat-clearing) with the exception of special occasions deemed to be necessary such as when communicating with the examination proctor.

  • When eating meals in the examination room, examinees should do so at designated places such as their seats. Regardless of the location, they should take appropriate actions in reference to the New Lifestyle examples posted on the website of the Ministry of Health, Labour and Welfare, which provide concrete tips for seating and conversing when eating with others.

  • If an examinee seems to have symptoms indicating a poor physical condition during the examination, the examination proctor may ask him/her to move to a separate room. In such a case, the examinee should follow the instructions given by the proctor.

  • Given that the windows and doors of examination rooms need to be opened as necessary for ventilation, examinees should wear clothing that can be adjusted to adapt to changing temperatures.

  • Examinees are required to take home all the waste they generate within the examination room, including lunch containers and packages, plastic bottles, and tissues. They therefore need to bring bags for this purpose.

  • When using an elevator, examinees must practice social distancing.

  • If an examinee does not comply with the rules concerning infection prevention measures as provided in advance or does not follow instructions given by the examination proctor at the examination venue on the examination day, permission to take the examination may be withdrawn.

  • When the examination is over, examinees should leave the room as instructed by the examination proctor to prevent crowding in close proximity.


(3) After the examination

  • In the event examinees are identified as being infected with COVID-19 less than 14 days after the examination, they should promptly inform us via the information below in (4) Contact.

  • Examinees must agree to having their names and contact details provided to public health centers as instructed if they are infected with COVID-19.
